The head of the group? I think half the group would immediately start giving orders, and the other half would probably already be off doing their own thing and ignoring the orders. :)

No, the head of the creature. But considering personalities, pretty much it's only going to be a menace to everything within ten feet of it, and only because it'll be rolling every which way as everyone else has a different opinion.
